Each year, we give special focus to an area of law intrinsic to the fabric of San Diego county’s culture, history, and modern day life. For the year 2020-2021, our focus is on Water Law. In San Diego, water is key to our way of life. And, although San Diego County has 70 miles of coastline and many rivers and lakes for recreation, we deal with many issues relating to water sources and conservation. Accordingly, the allocation of water becomes important legally. How is our relationship with water reflected in our legal system? How do we cope, legally and through regulation, with drought conditions? During the year, we will be focusing on federal, state, and local water laws.
Our goal with the Topic of the Year is to provide information and resources to the community on these important topics. We will post articles on resources available at the library and in the community, and news on developments in this evolving area of the law. Also, we have a new Water Law Resource Guide with information about state, local, and San Diego Law Library resources available at our Downtown and Vista locations. Additionally, we will provide free continuing legal education programs featuring experts in the field, to educate our patrons on current issues in water law.

About This Program
California’s Sustainable Groundwater Management Act (SGMA) requires groundwater sustainability agencies to adopt sustainability plans in all high- and medium-priority groundwater basins. Plans for critically over-drafted basins were due to the Department of Water Resources Jan. 31, and plans for the remaining high- and medium-priority basins are due Jan. 31, 2022. Deadlines are looming and the answers to many questions remain unclear.

- Implementation of SGMA
- Uncertainties and potential disputes
About This Speaker
Speaker Wendy Wang, Esq., works with public and private clients on matters involving water law, the Sustainable Groundwater Management Act, the Endangered Species Act, and more. Wendy was a part of the successful team that earned a Daily Journal Top Verdict recognition in 2018 for a jury verdict that favored water agencies in a first-of-its-kind groundwater rights trial.
