Meet 2019 Witkin Award Recipient the Hon. Victor E. Bianchini
The Honorable Victor E. Bianchini has been selected to receive the prestigious Witkin Award for Excellence in Adjudication. The Witkin Awards are presented annually to honor members of the San Diego legal community for civic leadership and excellence in the practice of the law, adjudication of the law, legal education, and the advancement of access to justice.

Judge Bianchini is being honored for a life of service. He is a retired San Diego County Superior Court Judge, a retired U.S. Magistrate Judge, a retired Colonel of the United States Marine Corps Reserve, and a retired Associate Professor of San Diego State University.
Judge Bianchini’s first federal service was as the elbow law clerk to the founding Chief Judge of the Southern District of California, Judge James M. Carter. He served as a U.S. Commissioner from 1968 to 1969 and was appointed a U.S. Magistrate of the Southern District of California in 1974. In 1982, Judge Bianchini left his Magistrate’s position to join the California State Court.
He retired as a Superior Court Judge in 2002 and was recalled as a U.S. Magistrate Judge where he has served for the past 17 years. He has authored over 1000 published opinions on Westlaw, primarily in the areas of habeas corpus law and social security law.
In addition to his service to the Southern District of California, Judge Bianchini has served in the Western and Northern Districts of New York, the Eastern District of Washington State, and the Central District of California.
Giving back to the community has been a hallmark of Judge Bianchini’s life. He has served as President of both the San Diego Law Library and its Foundation, and as a Director, Treasurer and Vice President of the San Diego County Bar Association from 1978 to 1980. He was reelected to another term as a Director of the County Bar Board in 2019.
In addition to his service to the legal community, Judge Bianchini has served as Vice Chair of San Diego Veteran’s Village, President and Director Emeritus of the U.S. Marine Corps Recruit Depot Historical Society and Foundation, and as a Director of the Flying Leathernecks Aviation Museum. He is a life member of both the USMC Correspondents’ Association and Disabled American Veterans. We are proud to honor the Honorable Victor E. Join us for a wonderful evening at this year’s Witkin Awards. The awards will be held at Tom Ham’s Lighthouse, starting at 5 pm with cocktails. Dinner will follow from 6 pm to 8:00 pm. The Witkin Award Ceremony is the primary fundraiser of the San Diego Law Library Foundation.
